Fact 1: the Surron L1E road legal status comes from type approval
The L1E is homologated as an L1e-B moped – a two-wheeler with a maximum design speed of 45 km/h. That approval is granted to the factory design, not to an individual bike, which is why the certificate of conformity matters so much: it is the manufacturer’s statement that this frame number was built to the approved type. With the CoC the DVLA will register the bike; without it, no amount of lights and mirrors makes a Sur-Ron legal.

Fact 2: why it is restricted to 28 mph
The 45 km/h (28 mph) limit is part of the moped class. The L1E has the same 10 kW motor and 295 Nm as the off-road Light Bee X, so it reaches 28 mph very quickly and holds it on hills, but it will not go past it. Removing the restriction takes the bike outside its type approval: it is then not Surron L1E road legal, the insurance is void, and the rider is committing several offences. If you want 50 mph, buy the X and ride it off-road.
Fact 3: who can ride it – licences and the CBT
The L1E is an L1e-B moped in legal terms, which puts it in the AM licence category. At 16 you can ride it on a provisional licence with a CBT certificate and L-plates, without a pillion. A full car licence issued before 1 February 2001 carries full moped entitlement, so older riders need no CBT; a full A1, A2 or A licence covers it too. The 45 km/h (28 mph) restriction is what keeps it in that class – and what keeps insurance cheap.

Fact 4: registration, step by step
A new L1E has to be registered before it can be ridden. We supply the certificate of conformity with the invoice and can talk you through the form.
- Order the bike and tell us it is for road use; we prepare the certificate of conformity (CoC) with the invoice.
- Apply for a provisional licence if you do not already hold one (from 15 years 9 months, to ride at 16).
- Book and pass a CBT – one day, no test at the end, valid for two years. Skip this step if you hold a full motorcycle licence or a car licence issued before February 2001.
- Arrange insurance using the frame number on the invoice; you need it in place before the bike can be taxed.
- Register the bike with the DVLA: form V55/4 for a new vehicle, the CoC, proof of identity, the £55 first registration fee and the first year’s tax (£27). The V5C and registration number follow by post.
- Fit the number plate and, if you are on a CBT, L-plates front and rear. Then ride.

Fact 5: what it costs to keep a Surron L1E road legal each year
Electric two-wheelers stopped being exempt from vehicle tax in April 2025; the L1E now pays the lowest motorcycle band, £27 a year at the time of writing. Insurance is compulsory and sits in the moped class, which is one of the cheapest. An MOT is needed once the bike is three years old. Electricity is pence per charge.

Fact 6: where a road-legal L1E can go that an X cannot
Anywhere a 50 cc moped can: roads, lanes, town centres, and – importantly for trail riders – green lanes and byways that are legally roads, which are off-limits to every off-road Sur-Ron. Off the road it is as capable as the Light Bee X: same 200 mm forks, same 85 mm rear shock, same 19/18 wheels and off-road tyres. Ride to the trail, ride the trail, ride home.
- Roads and lanes: yes, with the plate, tax, insurance and the right licence.
- Byways open to all traffic and unclassified county roads: yes – they are roads in law.
- Bridleways, footpaths, parks, commons and beaches: no – the same as any motor vehicle.
- Private land and venues: yes, with permission.
Fact 7: what would make a Surron L1E not road legal
- No certificate of conformity or V5C. The bike cannot be registered, so it is off-road only.
- Derestriction. Outside type approval; illegal on the road and uninsured.
- Missing or broken road kit. Lights, indicators, mirrors, horn and plate must all work.
- No tax, insurance or MOT (from three years). The usual motoring offences apply.
- Wrong licence. A post-2001 car licence alone is not enough; a CBT is needed.
- Pillion on a CBT. No passengers until you hold a full licence – and the L1E is single-seat anyway.

- “Is a Surron L1E road legal straight out of the box?” It is type-approved out of the box, but it has to be registered, insured, taxed and plated before it goes on the road.
- “Is a used Surron L1E road legal if it has a plate?” Only if the V5C matches the frame number and the restriction is intact. A plate alone proves nothing.

The near-silent motor is a real advantage when it comes to venues. Tracks close to housing that limit petrol sessions will often run extra electric sessions, and a landowner who would never allow a two-stroke on the farm will frequently say yes to a bike that makes no more noise than a mountain bike. Ask, and take the answer in writing if it is not a formal venue.
