“Electric bike” covers everything from a 250 W pedal-assist shopper to a 24.5 kW motocross bike, and the rules for electric bikes UK law recognises are very different for each. If you are looking at a Sur-Ron – or anything like it – these seven facts will save you from the most common mistakes: buying a bike you cannot ride where you planned to, or paying for a road-legal version you did not need.

Fact 1: electric bikes UK law splits into four categories
The first thing to understand about electric bikes UK riders can buy is that the law does not care what the seller calls the bike; it cares about power, speed, pedals and type approval. Four categories cover almost everything.

The EAPC rules on GOV.UK define the first category. A Sur-Ron has no pedals and is many times more powerful than 250 W, so it is never an EAPC – it is either a type-approved moped or motorcycle, or an off-road machine.

Fact 2: where a Sur-Ron sits among electric bikes UK riders buy
Sur-Ron makes four bikes for the UK in 2026. Three are off-road only and one is a road-legal moped; the Ultra Bee HP also comes in a road-legal T version. That means there is a Sur-Ron for a nine-year-old on a farm, a sixteen-year-old commuting to college and an adult who wants petrol-250 pace without the noise.

Fact 3: off-road means private land, not the park
Before anything else: the Light Bee X is an off-road bike. It is not an e-bike in the pedal-assist sense (the legal definition is here), and it has no moped or motorcycle approval, so it cannot be plated. Ride it on private land with permission or at an off-road venue, never on the road, pavement, footpath, bridleway or in a public park.
The upside of that status is simplicity: no registration, no MOT, no tax, no compulsory insurance, and no licence needed. A specialist off-road policy covering theft and damage is cheap and sensible, and a CE-marked helmet, gloves, boots and a chest protector should be treated as part of the purchase.
Finding somewhere to ride is easier than it used to be. Search for motocross practice tracks and pay-and-play venues within an hour of you, phone to check they accept electric bikes and the rider’s age group, and ask about electric-only or youth sessions – many venues now run them because electric bikes solve their noise problem. Youth motocross clubs affiliated to the ACU are the other route, and club membership usually includes third-party cover.
Fact 4: road-legal means registered, insured and licensed
The road-legal electric bikes UK law allows in this class are type-approved mopeds and motorcycles. The Light Bee L1E is an L1e moped: register it with the certificate of conformity, insure it, tax it (£27 a year – electric two-wheelers stopped being exempt in April 2025), fit a plate, and ride it from 16 on a CBT with L-plates. The Ultra Bee HP T is an A1-class motorcycle: the same paperwork, but a CBT from 17 or a full A1/A2/A licence.
Because it is a moped rather than a motorcycle, the licence bar is low: 16 years old, a provisional licence and a one-day CBT. There is no theory test and no practical test unless you want to remove the L-plates later. Riders with a car licence from before February 2001, or any full motorcycle licence, can ride it straight away.

Fact 5: running costs are a fraction of petrol
Whichever category you buy in, electric bikes UK owners pay pence per charge. A Hyper Bee’s 58 V 22 Ah pack, a Light Bee’s 72 V 35 Ah pack and an Ultra Bee’s 74 V 60 Ah pack all charge from a normal socket in two to two and a half hours (20–80%) for well under a pound. There is no oil, no filters, no plugs, no clutch and no exhaust; servicing is pads, chain, sprockets, tyres and a torque check.

Owning a Light Bee X costs a fraction of running a petrol equivalent. The 72 V 35 Ah pack charges in about 2.15 hours from 20% to 80% from a normal socket for pennies, and there is no engine oil, no air filter, no valve clearances and no clutch to replace. What wears is brake pads, the chain and sprockets and tyres – stocked in our Light Bee X parts range.
Battery care is the whole maintenance story. Keep it between roughly 20% and 80% when it is not being used, do not charge it while it is still hot from a hard ride, and never leave it empty over winter. Do that and the pack will hold its capacity for years.
Fact 6: UK-spec matters

Imports and marketplace listings frequently have none of those, and for a road-legal model an import may have no certificate of conformity at all – which makes it an expensive off-road bike. A few terms that come up in every conversation about these bikes:
- PDI – pre-delivery inspection: the checks a dealer makes before the bike leaves.
- Big Wheel / Small Wheel – the two Hyper Bee wheel formats, 14/12 and 12/10 inches.
- Ride modes – selectable power levels; Mode 1 is the gentlest.
- EAPC – electrically assisted pedal cycle, the 250 W legal e-bike category the Sur-Ron range is not part of.
- L1e – the EU/UK moped vehicle class; the Light Bee L1E is type-approved in it.
