Step 1 – Buy Light Bee L1E UK-spec from an authorised dealer
The L1E only works as a road bike if it comes with a certificate of conformity (CoC), and only a bike supplied through official UK distribution has one that the DVLA will accept. Step 2 – Sort the licence and the CBT
The L1E is an L1e-B moped in legal terms, which puts it in the AM licence category. At 16 you can ride it on a provisional licence with a CBT certificate and L-plates, without a pillion. A full car licence issued before 1 February 2001 carries full moped entitlement, so older riders need no CBT; a full A1, A2 or A licence covers it too. The 45 km/h (28 mph) restriction is what keeps it in that class – and what keeps insurance cheap.
Book the CBT early – training schools fill up in spring – and keep the certificate with the bike’s paperwork. It lasts two years; to ride without L-plates after that you take the moped theory and practical tests.
Step 3 – Insure it
Insurance is compulsory on the road and you need it in place before the DVLA will tax the bike. Insurers quote on the frame number from the invoice before the registration number exists, then update the policy when the plate arrives. An L1e moped is one of the cheapest classes to insure; electric, silent and easy to steal also means the theft element matters, so a ground anchor and a proper chain will reduce the premium as well as the risk.
Step 4 – Register it with the DVLA
This is the step people worry about and it is the simplest. To register a new vehicle you send the DVLA form V55/4, the certificate of conformity, proof of identity and address, the £55 first registration fee and the first year’s vehicle tax. Step 6 – Plate it and fit L-plates
Once the V5C arrives, have a number plate made up by a registered supplier (they will need the V5C and your ID) and fit it to the plate mount. If you are riding on a CBT, fit L-plates front and rear; they must be the standard red L on a white background. Then you are legal.
